Title:  Driver Trainer/Coordinator, School Bus Driver

Supervisor:  Transportation Supervisor

Job Type:  Classified Position

Primary Function:  Coordinates, prepares and conducts individual and group training programs for school bus drivers. Drives a school bus on designated routes for the purpose of transporting students.

 

 

MINIMUM QUALIFICATIONS:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below represent the knowledge, skills and abilities necessary for this position.   

  •  High school diploma or equivalent required.
  • Hold and maintain a valid CDL Medical Examiner’s Certificate and be able to perform all duties of a commercial driver and school bus driver in compliance with Federal Motor Carrier Safety Administration (FMCSA), Oregon Department of Motor Vehicles (DMV), and Oregon Department of Education (ODE) Pupil Transportation regulations.
  • Hold and maintain a valid Oregon Commercial Driver License (CDL) Class B with passenger, air brake, and school bus (“S”) endorsements.
  • Hold and maintain current First Aid and CPR certifications.
  • Hold and maintain a valid Oregon School Bus Driver Certificate in accordance with OAR 581-053-0220 and OAR 581-053-0050, authorizing operation of an 84-passenger school bus with a gross vehicle weight (GVW) of 36,200 pounds.
  • Hold and maintain an Oregon Department of Education (ODE) Instructor Certificate in the following programs:
    • Behind-the-wheel Certificate and support as found in OAR 581-053-0140
    • Hold or obtain within 6 months of hire, Core Instructor Certification as found in OAR 581-053-0160
    • Hold or obtain within 6 months of hire, Core refresher Instructor Certification as found in OAR 581-053-0170
    • Hold or obtain within 6 months of hire, Transporting Students with Special Needs Instructor Certification as found in OAR 581-053-0180
  • Possess a thorough working knowledge and understanding of all laws, rules, procedures, and regulations governing school bus drivers and student transportation.

  

ESSENTIAL FUNCTIONS:

In addition to the specific essential functions needed for bus driver and driver trainer below, employee will need the following:

  • Attend all required classes and training to meet instructor recertification requirements set by the Oregon Department of Education, Oregon Department of Motor Vehicles, Federal Motor Carrier Administration, and other applicable agencies.
  • Be willing to obtain additional Instructor certifications as required by the district.

 

Bus Driver – Essential Functions:

  • Safely operate a school bus in compliance with Oregon state laws District policy and procedures.
  • Conduct required emergency evacuation drills.
  • Perform thorough pre-trip and post-trip inspections and clean the bus daily.
  • Supervise student behavior to ensure a s safe and respectful environment.
  • Enforce bus rules and maintain appropriate student discipline.
  • Report disruptions, safety issues, or hazardous conditions to supervisory personnel promptly.
  • Assist students with safe loading and unloading; provide required passenger instruction and administer first aid when necessary.
  • Accurately complete and submit all required reports, daily logs, and documentation in a timely manner.
  • Participate in required workshops, meetings, and training sessions.
  • Work independently with minimal supervision while carrying out assigned duties.
  • Understand and follow verbal and written instructions effectively.
  • Interact courteously and professionally with co-workers, students, school staff, and parents; resolve conflicts appropriately.
  • Maintain all required certifications, licenses, and training hours. 
  • Maintain regular and reliable attendance.

 Driver Trainer/Coordinator - Essential Functions:

  • Maintain consistent, daily communication with supervisor regarding Transportation Department activities; communicate in a positive, professional, and effective manner.
  • Maintain confidentiality related to training, performance, and incident review or analysis.
  • Safely and efficiently operate a school bus while adhering to established routes and schedules.
  • Promptly identify vehicle malfunctions and take appropriate action to ensure passenger and roadway safety.
  • Instruct drivers on routes, safe turn-around procedures, and proper student loading and unloading practices.
  • Provide driver instruction consistent with the requirements of the Oregon Pupil Transportation Manual.
  • Coach and train drivers on appropriate responses to school bus student management and safety-related situations.
  • Learn and maintain thorough knowledge of bus routes, including designated stops and weather-related trouble spots.
  • Demonstrate flexibility, adaptability, and a positive attitude in a fast-paced and changing work environment.
  • Respond effectively to inquiries or complaints from students, parents, staff, or community members.
  • Read and interpret safety rules, operating instructions, maintenance procedures, and policy manuals.
  • Perform basic mathematical functions, including addition, subtraction, multiplication, and division using whole numbers, fractions, and decimals.
  • Ability to maintain focus while effectively managing multiple competing priorities.
  • Ability to follow written, oral, or diagram-based instructions.
  • Demonstrate proficiency in Microsoft word, Excel and data entry; learn and use district-required software and Oregon Department of Education programs and portals; effectively utilize internet-based resources.
  • Instruct drivers in the proper completion of assigned driver-related duties and paperwork.
  • Exhibit strong written and verbal communication skills.
  • Develop, plan, organize, and deliver initial training and recertification programs for school bus drivers and Type 10 and 20 drivers in compliance with federal Laws, Oregon state laws, Oregon Department of Education (ODE) regulations, and District policies. 
  • Provide individualized, one-on-one training for school bus drivers; deliver required training and testing for Type 10 and Type 20 drivers.
  • Schedule, organize, and conduct refresher programs for driver staff.
  • Conduct performance review and improvement programs for school bus drivers; which may include bus cleanliness inspections, review of pre-trip inspections, and ride-along evaluations.
  • Develop a training curriculum and facilitate instructional sessions.
  • Maintain accurate and complete training records to verify that school bus drivers and Type 10 and Type 20 drivers meet certification and ODE approval requirements; ensure record retention in compliance with all regulatory agencies.
  • Accurately record, timely submit, and monitor required training and certification information with ODE for school bus driver certification and renewal, as well as for for Type 10 and Type 20 drivers, using written and/or electronic systems.
  • Develop and prepare practical bus training exercises, maneuver evaluations, and instructional materials for monthly driver meetings. 
  • Demonstrate comprehensive knowledge of bus operations and safety procedures and apply this knowledge to daily operations and training activities.
  • Provide backup support for dispatching and phone coverage as needed during staff absences.
  • Attend required in-service training, meetings and professional development activities as directed.
  • Work beyond a standard 40-hour work week on an occasional basis as workload demands.
  • Maintain regular and reliable attendance.

 PHYSICAL DEMANDS

  • The employee is frequently required to walk, sit, use hands for fine manipulation, handle or feel, and reach with hands and arms.

  • The employee must regularly lift and/or move up to 25 pounds and frequently up to 50 pounds. Specific vision abilities required by this job include close vision.
  • The employee must be able to meet the physical requirements as listed in OAR 581-053-0040 Physical Examinations. Specifically, must have the ability to:
    • Open and close a manually operated bus entrance door control with a force of at least 30 pounds.
    • Climb and descend steps with a maximum step height of 17 ½ inches.
    • Operate two hand controls simultaneously and quickly.
    • Have a reaction time of 3/4 of a second or less from the throttle to the brake control.
    • Carry or drag a 125-pound person 30 feet in 30 seconds or less.
    • Depress a brake pedal with the foot to a pressure of at least 90 pounds.
    • Depress a clutch pedal with the foot to a pressure of at least 40 pounds.
    • Exit from an emergency door opening of 24 by 48 inches at least 42 inches from the ground in ten seconds or less.
    • Physically able to open all emergency exits installed in any school bus they drive.
    • Visual acuity of at least 20/40 in each eye, with or without corrective lenses; binocular acuity of at least 20/40 in both eyes, with or without corrective lenses; from a field of vision of at least 140 degrees; the ability to distinguish the colors red, green, and yellow.
    • Perceive a forced whispered voice in the better ear not less than five feet with or without the use of hearing aid, or if tested by the use of an audiometric device. No hearing loss in the better ear greater than 40 decibels at 500 Hz, 1,000 Hz and 2,000 Hz with or without hearing aid when the audiometric device is calibrated to American National Standard Z25.5-1951.
    • Drivers requiring a hearing aid shall wear a properly operating hearing aid at all times while driving and supervising students.
    • Has no mental, nervous, organic, or functional disease or disability is likely to interfere with safe driving or other responsibilities of a school bus driver.

 CONDITIONS:   

  • This is a classified 12-month position, 260 days, 1.0 FTE
  • Primarily Monday-Friday 8 hrs./day
  • Flexible or split shift work hours may be required to meet the needs of the department.
  • Required to drive home-to-school route(s) as needed.
  • Required to share on-call and respond on nights and/or weekends as needed.

 SALARY:              

Determined by the terms of the current negotiated agreement. The amount due under the contract will be pro-rated monthly in accordance with district policy.
